THE GEORGIA Constitution allows for a general referendum on two issues: ad valorem taxes and constitutional amendments. The TSPLOST did not fit in either category and was therefore unconstitutional. The Georgia Constitution also clearly forbids raising taxes in one county to be spent in another county. In addition, TSPLOST punishes the taxpayers who voted it down by allowing DOT to hold a higher percentage of their tax dollars in Atlanta rather than returning them to the county for road improvement.

When a law is both unconstitutional and also punishes those who oppose it, questions should be raised, such as: What does the DOT plan to do with the revenue from Floyd County that they will not send back to us? Which people in our fair state benefit from this? Is there a rotten aroma around here?

This a pay as play world, if you don't want to pay then you are not going to get what you want, nor do you deserve it, voting down the SPLOST was stupid.
