Stinnett died of a heart attack on Nov. 28, one day after the council voted unanimously to oust council member Charles Sharrock because of sexual harassment charges.
Sharrock’s seat is in limbo, pending an appeal to Catoosa County Superior Court.
Stinnett’s term was due to expire in 2013, meaning that the winner in the March 19 special election, in order to be re-elected, will have to run again in the general election in November, city manager Ron Goulart said.
According to Elections Superintendent Orma Luckey, candidate qualifying will be at City Hall on Jan. 28 from 8:30 a.m. to 5 p.m.; Jan. 29 from 8 a.m. to 5 p.m.; and Jan. 30 from 8 a.m. to 4:30 p.m.
