John Cecil Kiser
According to the report:
John Cecil Kiser, 37, of 602 E. 12th St., Apt. 4, took hydrocodone from the Rite Aid at 2005 Maple St. in November.
He was charged with felony possession of a schedule III controlled substance and misdemeanor theft by taking.
