House Speaker David Ralston has proposed banning lobbyists from spending money on individual state officials.
There would be exceptions. Lobbyists could still buy meals and cover registration at events when entire agencies, political caucuses or legislative committees are invited. And lobbyists could still pay to send public officials and staff to functions related to their duties, though they could not buy airfare.
Ralston has amended his bill so lobbyists who are unpaid will face fewer reporting requirements so long as they don't spend money on state officials.
The bill may still be changed before it gets a vote on the House floor.
